Kyiv will present its victory plan — outlining “clear, concrete steps” to end the war with Russia — at a meeting of allies next week, Ukrainian President Volodymyr Zelenskyy said on Saturday.

Ukraine will discuss the plan at an Oct. 12 meeting of its allies, led by U.S. President Joe Biden, at Ramstein Air Base in Germany, Zelenskyy said in a post on the social media site Telegram.

“We will present the Victory Plan, clear, concrete steps for a just end to the war. The determination of the partners and the strengthening of Ukraine is what can stop Russian aggression,” Zelenskyy said in the post.

Ukraine has been defending itself against an all-out invasion by Russia since February 2022.

Zelenskyy is pushing for more aid from allies and broader authorization to use Western-supplied weapons as Ukraine’s energy grid nears collapse ahead of winter, Russia’s advance inches forward, and amid the threat that American support could be withdrawn under a potential second Trump presidency.

The Ukrainian president discussed the plan last week with U.S. leaders including Biden. Zelenskyy said at the time that the plan addresses strengthening Kyiv’s weapons capabilities, Ukraine’s place in the global security architecture and economic cooperation, among other issues.

NATO’s new Secretary-General Mark Rutte this week backed Ukraine’s right to use advanced weapons to strike military targets deep inside Russia, putting pressure on the alliance’s member countries that still oppose this use.
